chore: update ci github actions runner ubuntu image 20.04 -> latest #1440

What does this implement/fix? Explain your changes.

Updates ci job runner image from 'ubuntu-20.04' to 'ubuntu-latest' (currently 'ubuntu-22.04')

What commands can I run to test the change?

Run all ci jobs as usual

Any other comments?

If you prefer a specific version tag instead of 'latest', I suggest using 'ubuntu-22.04'
