[Bug] Menu, Accounts Popover and Manage Popover doesn't scale with window #137

Here's the thread from the issue I opened on VSC's repo: https://github.com/microsoft/vscode/issues/148016 It started with Vibrancy but somehow persists even after a clean install of VSC
