Adjusts to map voting #17

Currently the vote will remain locked in once voted and there is no audible sound when casting a vote. Make it so players can switch their vote with a small time delay and play an appropriate ui sound for some nice UX feedback

gonna revisit this when we figure out how voting should work with gamemodes/maps
