If the player tries to launch in a cargo rocket before any satellites have been launched, there is an error shown on the cargo rocket's status and launching is disabled.
However, after the first satellite is launched, it becomes possible to launch the player in the cargo rocket even though orbit cannot yet be viewed with the nav view and the special norbit base hasn't yet been spawned.
The cargo rocket should not allow a launch until 2 satellites have been launched to get the nav view.
