The delivery cannon does not allow delivery of all available liquids. For example, I can delivery rocket fuel, but not liquid rocket fuel barrels. Unclear if this is intentional, a bug, or an mod cross-compatability issue. Didn't see anything in the issue tracker, so noting it here as a possible bug. Pictures below:
