Update PicasaStarter to use Picasa Version 3.9 #31

Picasa Version 3.9 has been announced as a beta so far. This issue documents 
the decision to make PicasaStarter version 2 operate with Picasa Version 3.9 
and later, and loose compatibility with 3.8 and below.
Version 3.9 has a registry entry for the database location which should make 
PicasaStarter much simpler to implement and do away with the need to use 
symlinks for database redirection.
