V3 Ingest Ontario Output into API To Test Ingest #21

I've got NewMexico and Ontario bbox running on the v3 algorithm. The outputs are being ETL'd via v3 ingest to get into the API service and can be seen at https://firenrt.delta-backend.com/collections/public.eis_fire_snapshot_perimeter_nrt
