[MNT]: Release v2021.1.0 #92

This PR performs the merge to master for release v2021.1.0.

Before this can be merged, we need to:

[x] wait for @astib to test on Windows 10
[x] update version numbers in docs and in the source code
[x] update the HISTORY.rst file

I rolled the version numbers and added an initial description to the change log. We can update that if I missed anything or got the date wrong. Other than that, I think we're good to release as long as there are no outstanding windows issues.
