[Bug] Issue Toggling /t toggle outsiderscanspawn Off #1850

Describe the bug

After toggling outsiderscanspawn on, there appears to be no way to toggle it off. Attempts drain 3g from the Bank and leave the feature on and the town saying (Public).

To Reproduce

Turn Public On, then try to turn it Off.

Expected behavior

A working toggle.

did /t toggle outsiderscanspawn and meta shows true, ran it again and it shows false

Replicated sevetal times myself and other reports.

Toggle on outsider spawning, attempting to toggle again with "/t toggle outsiderscanspawn off" and just "/t toggle outsiderscanspawn" results in confirmation of ACTIVATION message and Public remains On if no action is taken, if confirmed and you hsne zero balance, and (I have not tested this personally) if you confirm and are charged 3g. In all cases Public remains On amd you are charged daily.

@Aylywyn don't write "off", that's a thing towny adds by default but i didn't use that functionality, it just switches it to the opposite state of what it is currently, it should work without it

Add also "/t toggle outsiderscanspawn OFF" in capitals like that because why not try everything and the announcement was originally made with ON capitalized.

Interestingly, my Town still SAYS (Public) in /t here and on SquareMap but wasn't charged the 3g per day at the same time as the Shield was charged. When I'm actually awake, I'll get someone to try spawning.
