Probably should have split these commits into two - apologies

I don't have the best flow for making changes to the current README in EarthProgram. Open to suggestions if people have other ideas.

At least the diff should be easy to parse.

@jandrieu for now I have mainly just incorporated your suggestions. Still needs some wordsmithing and style review on privacy section.

I am a little concerned about the divergence of text from EarthProgram:draft though and the challenges we might encounter when merging with any changes Lohan has pushed. But lets cross that bridge when we get to it.
