Some tests failied originally (in target dir), but they should not #32

While working on improvements of the code and testing it, I notice that some responses failed to be processed by evalresp 4.0.6 (original one), but they should. So this tiket lists responss which we should try to process when we are done with the main body of this work: code refactoring.

Here is the list which probably can be updated: RESP.II.SUR.00.LCE - failed because USEC - Microseconds is an unknown input unit RESP.BK.BDM..LDS - failed because of B63 () [ERROR] Cannot compute B62 response for negative or zero input: 0.000000

RESP.BK.BDM..UCD - failed because required decimation blockette for IIR or FIR filter missing (could be a bad response format)

RESP.BK.CMB.00.LCE - check_units; units found ('S - TIME IN SECONDS') are not supported
