Naming normalization

• Do not use short, non-descriptive naming conventions, e.g. “x2r” and “xml2resp” should be “stationxml2resp” for clarity.

• Package name, command line tool name, library name and primary library function names should all consistently be “evalresp”. Historically some components were named “evresp”.

i don't know how far down into private functions and files this needs to go, but perhaps it is done.
