Millisecond precision #3

slinktool is great for precise assessment of delay and latency in data transmission. But the original deci-second precision is very limiting while testing EEW-ready instruments. Please consider this change that make slinktool much more precise.

Thanks for the contribution @FMassin. This is perfectly reasonable. Note that this change prints latency at tenths of milliseconds.

Since this change is in libslink I will merge it when I get that code into GitHub and then push an update to slinktool.
