As the number of nodes grow, we may need a way to limit it visually (perhaps controversial).

Turns out scroll bar is already there but has yet to be invoked. I ended up standardizing the css classes and size to mimic the news widget. We can always shrink it again if need be.

to test, add all nodes to esgf_cogs.xml in /data/cog run p1 and p1 go through the sync peers templates.
