Display quality indicators for obs4MIPs #1285

"I’d like to talk with you sometime about what we are thinking we’d like to do in terms of providing and showing in some sort of color code legend information in the enclosed. Namely each dataset would have green, yellow, red/orange value for 6 indicators. We envision this information being in a database which the task team can access and update and cog would have access to for assigning this information at some point in the display of the dataset - either under the listing or on the search result page."

First version implemented based on the presence of the field 'quality_control_flags' in the search metadata. Still need to update the reference URL for 'QCFLAGS_URLS - obs4mips_indicators' to the final URL in settings.py
