When the NCCS CoG node come online, their "Obs4MIPS" project conflicted with the already established "Obs4MIPs" project: the remote project was imported, and caused a database access violation when trying to reference a single project with a case-insensitive query.

Fixed - now remote projects are NOT imported of the name differs only by case.
