Support new PID prefixes set by esgfpid #1373

We changed esgfpid recently to support a number of additional PID prefixes. Now we have a dedicated prefix for the data cart PIDs: 21.14101. Unfortunately this requires to run the most recent version of esgfpid for CoG. I just sent a pull request to CoG/devel with the required modifications. It's only minor changes and it would be great if you could include it for ESGF 2.5. However, I know we are pretty late and it's not that bad if this is not possible.
