An attempt to merge the ESGF/COG devel branch (which includes OAuth2 support) with the Python 3 support from mauzey1/COG.

Unfortunately, it would appear that support for PostgreSQL version 9.2 or lower has been lost with the move to Django 2.1+. This may be a problem.

@watucker Please merge https://github.com/mauzey1/COG/commit/b024cb7dcbd7428df04e88d1be431cff294889f4 into this branch. It fixes a problem we encountered with downloading the wget scripts on the Python 3 branch.
