Be able to add members to a Governance Body from the full list of project members, including ones manually added #954

C wants to add all the ESMF board members as project members. We can do this by manually adding them to the People listing. She then wants to be able to draw from this list for Governance Body members.

listPeople is located in cog/models/utils.py

THis is not easy because the Members Model is associated with Users only, not external collaborators. Luca will need to adjust the DB to make this happen.

On 3/21/16 Cecelia said she would prefer to see just the same external collaborator mechanism vice nothing at all here.
