Update externals with 'cesm2_3_beta11' tags and development changes

Advance the tags used in Externals.cfg to include development changes in MPAS-Ocean PR #2 as well as to match with the versions used in ESCOMP/CESM tag 'cesm2_3_beta11'.

Reviewers, I have tested this on Cheyenne so far with our 5 compsets (FHS94, FKESSLER, F2000climo, QPC6, and FullyCoupled) run on 120km meshes for 1 simulated day. All compsets successfully complete this when built with Intel or GNU compilers.

Further testing that would help check my work:

• Somebody else cloning this branch and ensuring the externals checkout correctly
• That at least FullyCoupled can build
• Other tests?

I just ran a satisfactory test with this on Cheyenne for the Fully-Coupled model. I'm good with it @gdicker1, thanks!
