[Hotfix] Add documents to help community engagement #43

Add initial draft of a Code of Conduct and Contributors Guide. This work coincides with the addition of a Developers Guide to the Wiki.

As a hotfix these changes are important to the develop and main branches. This change will first merge onto the main branch and then that merge will be pushed to the develop branch as well.
