Update ccs_configs to fix link step failures for high pcols builds #59

Bring in changes to EarthWorksOrg/ccs_config_cesm to address link step failures when building CAM with pcols > 2048.

This PR will move out of draft once the Sub-PR is merged and tagged (and the Externals.cfg is updated).

Sub-PR:

This is considered EW specific, since these changes are GPU-specific and may not be desirable in the upstream (ESMCI/ccs_config_cesm).
