Relates to #25

We currently have a trigger that handles inserts of new route segments but we also need a trigger to handle updates of route segments. It should:

recalculate the length of the segment and set its "meters" value
update a "date modified" column with the current date & time
perhaps add a value representing which ECGA staff member edited the data in a "editor" column?

implemented and has been applied to the latest lines table on CARTO.

TO DO: make a note of the trigger in the app documentation / README
