stand-alone state page #53

Pulling this out of #38 -- standalone embeddable state view without the trip planner element.

Since this wasn't part of the original proposal or scope, we're bookmarking for now to focus on completeness of main application.

It will be a standalone page in the app, with zoomable / pannable map but no planner.

Embedded with center/zoom in iframe on parent site, and then parent site can include links to that zoom of the full map.

Note that if implemented, this would also require some changes on the parent site, which likely would involve costs from the main site developer
