Merging for some testing. This brings Alert POIs.

All Alert POIs are visible as red dots when zoomed in to 1-mile on the scalebar.
Alert POIs are also visible when they are within 1 mile of a plotted route.
Red dots are shown in "i" legend panel.
Click red dots = show info in panel at bottom-center. Looks good on both desktop and mobile.
