This diff removes the cost logic. #526

The cost logic suffers the following:

it does not implement what is needed, and is then barely used,
its implementation is invasive and duplicates some internal mechanisms

The latter point slows down the development of new features.

In conclusion, it has been decided not to wait for the new cost logic before removing the current implementation.
