[feat] Add SmartRate endpoints functions #225

Description

Add new EstimateDeliveryDateForZipPair, RecommendShipDateForShipment and RecommendShipDateForZipPair
Consolidate date parsing utility

Testing

Add/update unit tests, re-record cassettes as needed
