[feat] Add new SmartRate "recommend ship date", "estimate delivery date" functions #457

Description

Add SmartRate service
Add Shipment.recommendShipDate, SmartRate.recommendShipDate, and SmartRate.estimateDeliveryDate functions

Testing

Update/add unit tests, cassettes as needed
