Type Hints, Docstrings, and Missing Tests for v8 #280

Description

This PR is the final code changes prior to release for v8:

Fixes docstrings
Fixes type hints
Adds missing tests
Resolves TODO items
Other small cleanup (eg: removing re-initializing errors when they inherit so that's not needed - test confirms this)
Adds testing details to the README on how to run the library with urlfetch instead of the requests lib

Testing

Updated tests
Ran the test suite under the Google Cloud SDK and ensured that logic still works
