Update ICU download links #63

Use latest maintenance releases, as older ones are not hosted anymore.

ICU site does not host them anymore since some days.

I compiled the emscripten, wii and switch toolchain with the updated releases, so our patches still work :hear_no_evil:

Github is great. Finally not waiting 10min anymore for slow ICU servers :P
