A number of issues need addressing for the new release

• [x] update python dependency to remove 3.8 and add 3.11
• [x] update other pinned dependencies for pyinstaller, scipy, sphinx, etc
• [x] Assure the same versioning is specified in the ERL project
• [x] scrutinize the existing branches and merge those which should be merged (updated_roadmap_12_2023, performance, ??)
• [ ] general: try to follow the New Release Checklist https://github.com/easyScience/easyDiffractionApp/discussions/247 but with adjustment for EasyReflectometry - maybe create similar checklist for ER?
