Mission Planner showing true heading, not magnetic #467

Arducoper on a T-Rex 600e

What steps will reproduce the problem?
1. Set your copter on the ground and power it up like you're ready to fly
2. Connect to mission planner, look at the map. If declination !=0, the 
helicopter will not point the same way on the map as in the physical world 
(type in a large declination so it'll be easier to notice)
3. If you type in a new declination the heading as seen in MP will change

What is the expected output? What do you see instead?
I expect to see magnetic heading shown in MP. Mavlink is sending it heading 
from true north.

What version of the product are you using? On what operating system?
Mission planner 1.2.4 mav 1.0, APM 2.0, Arducopter 2.6, Windows 7

It works on MP 1.2.31 and APM SW 2.9. Must set COMPASS_AUTODEC to 0 (if not a 
reset will set automatic declination based on gps location)
