Setup wizard for initial setup creation instead of providing default setup parameters #2

To give more clarity on setups and supported FC version, it could be wise to 
add a setup wizard which is fired when not gui_options.xml file is exists, and 
provide the downloadables without it. So everyone has to go through the initial 
setup at the first start.
