Stuck on initialization screen #67

What steps will reproduce the problem?
1.Starting Program

What is the expected output? What do you see instead?
It should not stuck on initialization screen

What version of the product are you using? On what operating system?
WinGUI_2.3pre8(b5)

Please provide any additional information below.
I insstalled all the necessary programs

I tried to run as an admin. , but I have same problem. I really don't 
understand . 
All necessary programs 
Visual C++ 2008 redistributable library - OK
.Net framework 4 Client profile- OK
.net framework 2.0-OK

Also I tried WinGUI_2.3 pre10 (b7) latest version from  
http://eosbandi.com/downloads/

Finally, I tried the program on other computers (2 different computers 
(OS:Windows 7 64 bit)), I have same results .
