What does this PR do?

Adds a resource PDF for ARM architecture.

Description

This PDF contains 5000+ pages of ARM architecture information. I did the author name as the copyright.

Why is this valuable (or not)?

Its valuable because it consist of how ARM processors function.

How do we know it's really free?

Its a open PDF so its free for the user to look at.

For book lists, is it a book? For course lists, is it a course? etc.
