only org owners or admin folks can change the name - "For organization owners, on the https://github.com/organizations/YOUR-ORGANIZATION/settings/repository-defaults page For enterprise administrators, on the https://github.com/enterprises/YOUR-ENTERPRISE/settings/member_privileges page"
