Command - add "gilet par-balles"

Give user the possibility to custom the "gilet par balles" pictures with a designated user. This prints the designated user's pp and username on the picture, then send it in the current channel (possibility to specify the channel).

For less computations, the picture should be stored locally and reused if already created. This requires a "force" option, to ensure picture re-computation if specified by user.
