No more Weapons when iced other team on highlander mod #671

What steps will reproduce the problem?
1.2 lasts hogs , you and the other team. You are full of weapon and ice the 
other hog. You use your weapons on him on first turn
2.He is iced he can't play
3.Your turn.... no more weapons!

What is the expected output? What do you see instead?
Nothing except it seems like playing only one turn

What version of the product are you using? On what operating system?
0.9.19 on ubuntu

Hold out from when we were checking switch outside of onNewTurn() 
Now that the function has moved can probably just ConvertValues even if lastHog 
= currHog.

Or I could just remove ice-gun :D Kind imba in this mode, but maybe I haven't 
tested post (what I assume are) semi-nerfs.
