ILP solver's thread count configuration #160

Besides the deprecated name of the branch, this PR introduces:

a GIPSL configuration option to configure the exact number of threads to be used by the ILP solver when solving the problem
an implementation for GUROBI and CPLEX (AFAIK, GLPK does not support parallelization for the solving process)
an automatic determination of the number of threads available on the host system when no explicit value is configured in GIPS

I've tested the automatic functionality on Linux and Windows.
