GIPS: disable debug output does not completely work

The configuration GIPSL configuration option debugOutput does not completely disable the output of Gurobi.

https://github.com/Echtzeitsysteme/gips/blob/master/org.emoflon.gips.core/src/org/emoflon/gips/core/ilp/GurobiSolver.java#L70-L72 can be moved towards the top of this method to remove some lines of the outputs
there might be a way to completely disable Gurobi's output via a env file, etc.
