Summary

Describe the purpose of the pull request, including:

Fix cpu-tests workflow:
- create python virtual environment
- activate the virtual environment, install swing and then install sheeprl
- Run tests

Note

The activation of the virtual environment is different in Linux and Windows, so the blocks are divided in Windows and Linux.
