Get newer Cario working with 601 target #107

When set to build with a target of 601, the newer Cairo in 127+ throws a ton of errors. Currently downgrading Cario to that of 126 works good enough for now, but a better solution should be found. Whether it be redefining the WINVER to 0A00 for Cairo, or making it compatible with 7.

Might have just invalidated this, I fixed the major issue preventing 7 RTM from working. so I can keep 0A00 target and it just seems to work.
