Claiming namespace moonbitlang

Previously, this namespace was created by an individual github account moonbitlang. However, it has been converted to an organization afterwards. After the conversion, we lost the ownership of moonbitlang namespace since we cannot login as moonbitlang as it's an orignizaiton. Now, as the owner of the organization @moonbitlang, we wanna regain the ownership of namespace moonbtilang
