Claiming namespace ligolang-publish #485

I work on a team (https://serokell.io) that makes a language server l for the LIGO language, and I need access to this namespace to publish the VS Code extension for the language server (already published as unverified here: https://open-vsx.org/extension/ligolang-publish/ligo-vscode)
