Add checks for missing data

Based off the LAI branch.

• [x] Refactored global data modules to be in a separate folder
• [x] Add checks for data availability (where applicable):
  • [x] Are the expected files present?
  • [x] Are the right variables in these files?
  • [x] Is the location within the lat/lon bounds of the file
  • [x] Are the start/end times within the time bounds of the file
  • [x] Pick the nearest non-NaN location within some maximum distance
