Content of CONTRIBUTING.md is not suitable #90

Currently the CONTRIBUTING.md looks like a guide for developer. I think usually a contributing doc looks like this: https://github.com/eWaterCycle/ewatercycle/blob/main/CONTRIBUTING.md

In this case, issue #75 is not relevant for CONTRIBUTING.md, but should be addressed by making changes to README.dev.md.
