Base_streams layer hides base_culverts_bridges points.

Base_streams layer hides base_culverts_bridges points. #2

Windows XP Sp2 - The streams in the base_streams layer partially hide points in the base_culverts_bridges layer even though the streams layer is below the culverts layer in the layer panel. The problem corrects itself if the base_streams layer is moved to a new position in the layer panel below the culverts layer.

This must have been an issue having to do with me using a different version of the API (maybe 1.73, which I tried for a while). The issue is not present in the 1.71 API that I am using now, so I'm closing this issue.
