Prompt to add culvert when new road crosses a stream? #23

I noticed that when I created a new road that crossed a stream centerline I was not prompted to insert a culvert/bridge at that point. Do we want a feature to alert users when they create a road-stream crossing that they need to also create a culvert/bridge at that point? Otherwise, we need to provide instructions to this effect in the user’s manual. I assume that the same will be true for tidal restrictions.

I will add this to the users manual on the next revision.

QGIS doesn't have functions that allow finding intersections of vectors and raster data, as far as I know. There may be a plugin that can do this, and I could copy the code. If not, I can write it, but it is not easy to do. It would be easy to do with QGIS if the roads layer were a vector file rather than a raster.

I think it is fine to address this in the user's manual.
