Update sync history to include permalink to CAMS feature #61

When synchronising a new weed observation, an entry is made into the sync_history.md file containing details of the synced observation. It includes the Object ID that is created in CAMS. If possible, this Object ID should link to a permalink of the CAMS record that has been synced.

We can use the cams.econet.nz short url for the permalink, however we still need to include the feature layer name which is changeable, for example: https://cams.econet.nz/weed-app-browser-public?query=XXX_CAMs_WeedProblem_App_FEATURE_LAYER_v0_5k_VO_iNat_BR_SKY_2023_03_12_view_5848%2COBJECTID%2C56421
