function to resolve a locationID based on Biodiversities EPPlotID. matches provided ID against lookup table and fills in longitude and latitude.

Functional. The function extracts location descriptors from BExIS datasets and matches them against the provided locationID. works only for format HEW9, AEG10 etc. No fuzzy matching or Grid plot ID matching until now.
